The Interstate Renewable Energy Council (IREC), a group that has long been been tracking state-level developments related to net metering and distributed generation interconnection activities, has released its first monthly summary of state-level activities required under the federal Energy Policy Act of 2005 (EPAct 2005).

EPAct 2005 requires state public utility commissions and certain "nonregulated" utilities (those that are not subject to state PUC jurisdiction and have annual retail sales exceeding 500 million kWhs) to consider standards for net metering and interconnection. Consideration of a net-metering standard must take place on or before August 8, 2007, and a determination for or against this standard must be made on or before August 8, 2008. Section 1254 of EPAct requires states and nonregulated utilities to have begun consideration of an interconnection standard for distributed generation based on the IEEE 1547 standard on or before August 8, 2006, and to make a determination regarding this standard on or before August 8, 2007.
