Director of the Waste to Wealth initiative, Neil Seldman, was interviewed in Waste Dive about how cities and counties can be the primary drivers of recycling market development rather than their federal counterparts.

As you know, solid waste management and recycling are the exclusive prerogative of local government. Obviously, there are state and federal rules that have to be followed. But it’s at the local level where the recycling and garbage gets picked up.
