Because landfills remain an ongoing threat to human health and the environment… they are intrinsically more dangerous than the typical factory that closes. When that landfill has filled up it must be carefully maintained, essentially forever at significant cost. And and when something goes seriously wrong because of inadequate maintenance, natural disaster or the natural failure of containment components, there will be catastrophic costs and damage.
