This zoning amendment makes it easier for farmers in the county to mulch and compost by allowing more material to be sourced from off their farms.\r\n\r\nSpecifically, it amends Division 3.2 \u201cAgricultural Uses\u201d and Section 3.2.6 \u201cFarming\u201d of the <a href=\"https:\/\/codelibrary.amlegal.com\/codes\/montgomerycounty\/latest\/montgomeryco_md_zone2014\/0-0-0-676\" target=\"_blank\" rel=\"noopener\">Montgomery County Zoning Ordinance<\/a>, Chapter 59 of the Montgomery County Code to:\r\n<ul>\r\n \t<li aria-level=\"1\">Confirm the production and manufacturing of mulch or compost as an accessory farm activity<\/li>\r\n \t<li aria-level=\"1\">Increase from 20% to 50% the amount of materials farmers can source from off-site to produce compost or mulch on their farms<\/li>\r\n<\/ul>\r\n<h6><\/h6>\r\n<h6>\u201cSection 3.2.6 Farming<\/h6>\r\n<h6>Defined<\/h6>\r\n<h6>Farming includes the following accessory uses:<\/h6>\r\n<h6>1. The production and manufacturing of mulch or compost where a maximum of 50% of the materials used in accessory processing can come from off-site sources.\u201d<\/h6>\r\n&nbsp;\r\n\r\nTo compost on-farm generated material like manures, farmers need a source of carbon-rich feedstocks such as leaves and wood chips. The previous 20% threshold was a barrier to farmers, limiting their composting ability. It was identified as such in the County\u2019s <a href=\"https:\/\/www.montgomerycountymd.gov\/SWS\/Resources\/Files\/foodwaste\/Strategic%20Plan%20to%20Advance%20Composting%2C%20Compost%20Use%2C%20and%20Food%20Scraps%20Diversion%20in%20Montgomery%20County%2C%20MD.pdf\" target=\"_blank\" rel=\"noopener\">April 2018 Strategic Plan to Advance Composting, Compost Use, and Food Scraps Diversion<\/a>. That plan made a number of recommendations to support on-farm composting, one of which was updating the County\u2019s zoning text.\r\n\r\nThe proposed zoning text amendment is simple. The original 20% figure was set arbitrarily.
