Federal policy that accelerates national composting efforts will play a critical part in meeting the <\/span><a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/04\/22\/fact-sheet-president-biden-sets-2030-greenhouse-gas-pollution-reduction-target-aimed-at-creating-good-paying-union-jobs-and-securing-u-s-leadership-on-clean-energy-technologies\/#:~:text=Building%20on%20and%20benefiting%20from,economy%20by%20no%20later%20than%5C\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">U.S.\u2019 net-zero emissions goals<\/span><\/a><span style=\"font-weight: 400;\"> by 2050. <\/span><span style=\"font-weight: 400;\">\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On July 16, 2021, <\/span><a href=\"https:\/\/www.congress.gov\/member\/julia-brownley\/B001285?q=%7B%22congress%22%3A%22117%22%2C%22sponsorship%22%3A%22sponsored%22%7D\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Congresswoman Julia Brownley<\/span><\/a><span style=\"font-weight: 400;\"> (D-CA26) introduced the <a href=\"https:\/\/juliabrownley.house.gov\/wp-content\/uploads\/2021\/07\/COMPOST-Act.pdf\" target=\"_blank\" rel=\"noopener\">Cultivating Organic Matter through the Promotion of Sustainable Techniques (COMPOST) Act<\/a> in the U.S. House of Representatives. This new federal bill aims to proactively advance composting infrastructure and support across the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill\u2019s co-sponsors include Representatives <\/span><a href=\"https:\/\/www.congress.gov\/member\/chellie-pingree\/P000597?q=%7B%22search%22%3A%5B%22chellie%22%5D%7D&amp;s=1&amp;r=1\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Chellie Pingree<\/span><\/a><span style=\"font-weight: 400;\"> (D-ME01), <\/span><a href=\"https:\/\/www.congress.gov\/member\/ann-kuster\/K000382?q=%7B%22search%22%3A%5B%22kuster%22%5D%7D&amp;s=3&amp;r=1\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ann Kuster<\/span><\/a><span style=\"font-weight: 400;\"> (D-NH), and <\/span><a href=\"https:\/\/www.congress.gov\/member\/scott-peters\/P000608?q=%7B%22search%22%3A%5B%22peters%22%5D%7D&amp;s=5&amp;r=1\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Scott H. Peters<\/span><\/a><span style=\"font-weight: 400;\"> (D-CA52).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">El <\/span><a href=\"https:\/\/compostinfrastructure.com\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">US Composting Infrastructure Coalition<\/span><\/a><span style=\"font-weight: 400;\"> (USCIC), of which the Institute for Local Self-Reliance is a founding member, played a pivotal role in the development of the bill.\u00a0<\/span><\/p>\n<blockquote><p><i><span style=\"font-weight: 400;\">\u201cA massive investment in composting infrastructure is needed for rural and urban America. Composting can restore depleted soils, protect the climate and create thousands of new jobs. We won\u2019t see these benefits if we don\u2019t help farmers, entrepreneurs, and local governments build needed systems and programs.\u201d<\/span><\/i><\/p><\/blockquote>\n<h5 style=\"text-align: right;\"><span style=\"font-size: 14px;\">&#8211; Brenda Platt, Director of ILSR\u2019s Composting for Community Project, and member of the USCIC<\/span><\/h5>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400;\">Leer <a href=\"https:\/\/ilsr.org\/statement-on-the-introduction-of-the-compost-act\/\" target=\"_blank\" rel=\"noopener\">ILSR\u2019s full press statement<\/a> on the COMPOST Act.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Leer <a href=\"https:\/\/static1.squarespace.com\/static\/606f67a853da1e7a5d5595b6\/t\/60f0ac525213653423eabfe6\/1626385490293\/USCIC+Brownley+COMPOST+Act+Press+Release+FINAL-7.16.pdf\" target=\"_blank\" rel=\"noopener\">USCIC\u2019s press release<\/a> on the COMPOST Act.<\/span><\/p>\n<p><a href=\"https:\/\/compostinfrastructure.com\/take-action\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Support the COMPOST Act<\/span><\/a><span style=\"font-weight: 400;\"> by communicating directly with your elected officials.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h2><b>The COMPOST Act<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The main purpose of the COMPOST Act is:\u00a0<\/span><\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">\u201cTo require the designation of composting as a conservation practice and activity, and to provide grants and loan guarantees for composting facilities and programs, and for other purposes.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This bill would amend section 1241(j) of the <\/span><a href=\"https:\/\/www.agriculture.senate.gov\/imo\/media\/doc\/99-198%20-%20Food%20Security%20Act%20Of%201985.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Food Security Act of 1985<\/span><\/a><span style=\"font-weight: 400;\"> to officially define and designate composting as a conservation practice and activity. It would further add specific language on composting throughout the Food Security Act\u2019s text.\u00a0<\/span><\/p>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">\u201cSec. 2. Composting as a Conservation Practice.\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(2) Composting as a conservation practice and activity.-<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">1. In general, the Secretary shall by regulation provide that composting is a conservation practice and a conservation activity for the purposes of this title.<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">2. Composting defined.-<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(i) In general.- For the purposes of this paragraph, the term \u2018composting\u2019 means-\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(I) an activity (including an activity that does not require the use of a composting facility) to produce compost from organic waste that is-<\/span><\/h6>\n<h6 style=\"padding-left: 200px;\"><span style=\"font-weight: 400;\">(aa) generated on a farm; or<\/span><\/h6>\n<h6 style=\"padding-left: 200px;\"><span style=\"font-weight: 400;\">(bb) brought to a farm by a nearby community and used to produce compost on that farm<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(II) the use and active management of compost on a farm, in accordance with any applicable Federal, State, or local law, to improve water retention and soil health.\u201d<\/span><\/h6>\n<p><span style=\"font-weight: 400;\">It would also add a section (310J) to the <\/span><a href=\"https:\/\/www.agriculture.senate.gov\/imo\/media\/doc\/87-128%20-%20Agricultural%20Act%20Of%201961%20&amp;%20Consolidated%20Farm%20And%20Rural%20Development%20Act.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Consolidated Farm and Rural Development Act<\/span><\/a><span style=\"font-weight: 400;\"> on establishing a grants and loan guarantees program for projects that expand access to food waste composting. This section allocates $200 million per year over the course of a decade in grants and loan guarantees for composting facilities.\u00a0<\/span><\/p>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">\u201cSec. 310J. Grants and Loan Guarantees for Composting Programs.<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">1. In general.- The Secretary, in consultation with the Administrator of the Environmental Protection Agency, shall establish and carry out a program to award grants and loan guarantees, on a competitive basis, for projects that expand access to food waste composting.\u201d<\/span><\/h6>\n<p>&nbsp;<\/p>\n<h3><span style=\"font-weight: 400;\">Funding for Projects of All Sizes<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">ILSR pushed for the COMPOST Act to ensure flow of funding to compost sites and programs of all sizes, and not just large-scale, centralized facilities. As a result, the COMPOST Act includes the following stipulations on eligible projects, key requirements, and priority factors:\u00a0<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">A wide range of projects will qualify for funding <\/span><span style=\"font-weight: 400;\">including compost application on farms and onsite composting systems and programs (such as home and community composting programs) as well as projects based on a distributed infrastructure strategy that incorporate a mix or choice of strategies.<\/span><\/li>\n<\/ul>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">\u201cSec. 310J. Grants and Loan Guarantees for Composting Programs.<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(d) Eligible Projects.- The Secretary may award grants and loan guarantees under this section for projects to carry out the following:<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(4) Implementation of onsite composting systems and programs (such as home composting programs, community garden and urban farm composting, and other onsite composting systems at institutions, nonprofits, and businesses).<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(5) Projects that are based on a distributed infrastructure strategy (such as a strategy that incorporates a mix or choice of home composting, farm and ranch composting, onsite composting, community-scale composting, or centralized commercial composting).<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(6) Collection of organic waste intended for processing at a composting facility or system, or through a composting program, including curbside pick-up programs, community drop-off programs, and facility- or event-specific programs (such as programs at schools, restaurants, stadiums or festivals).<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(7) Activities for land-based compost application, including compost application on a farm or ranch.\u201d<\/span><\/h6>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">At least $50 million will be allocated to non-centralized, non-commercial projects each year (those producing &lt;10,000 tons per year of compost).<\/span><\/li>\n<\/ul>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">\u201cSec. 310J. Grants and Loan Guarantees for Composting Programs.<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(b) Grants.-<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(2) Allocation.- Of funds made available to carry out this subsection in each fiscal year, the Secretary shall allocate not less than $50,000,000 to projects that do not include the use of centralized commercial composting, to the extent there are sufficient applications for such projects.\u201d<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(h) Definitions.- In this section:<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(2) Centralized Commercial Composting.- The term \u2018centralized commercial composting\u2019 means a regional composting facility that produces at least 10,000 tons of compost annually.\u201d<\/span><\/h6>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A key eligibility criterion for projects is the inclusion of at least one operator trained on composting best management practices.\u00a0<\/span><\/li>\n<\/ul>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">\u201cSec. 310J. Grants and Loan Guarantees for Composting Programs.<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(e) Requirements.- An eligible entity applying for a grant or loan guarantee under this section shall demonstrate that the project for which such assistance is sought-\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(1) will-<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(C) include at least one operator of a facility or system, if applicable, who is trained on best management practices for composting (such as odor, vector, pathogen, and contaminant control practices);\u201d<\/span><\/h6>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Priority funding will be allocated to projects that further tenants of expanded social equity and environmental justice, including projects that support underserved communities, engage BIPOC-led farms and businesses, incorporate small and diverse businesses, practice inclusivity, and provide living wages.\u00a0<\/span><\/li>\n<\/ul>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">\u201cSec. 310J. Grants and Loan Guarantees for Composting Programs.<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(f) Priority factors.- In awarding grants and loan guarantees under this section, the Secretary shall prioritize projects that include the greatest number of the following factors:<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(1) The project is located in or is serving a location with significant access to food waste and no or limited prior access to food waste composting.\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(2) The project demonstrates the potential to create new capacity for the volume or weight of food waste collected and processed, or make significant gains in the number of people with access to food waste composting facilities or systems.<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(3) The project includes a demonstrated plan for following best management practices and producing a high-quality compost product.<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(4) The project incorporates the participation of small and diverse businesses (such as minority-, woman-, and veteran-owned businesses certified by the Small Business Administration or under a State program or another recognized certification program and other businesses led by Black people, Indigenous people, or other people of color).<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(5) The project creates opportunities for hiring and leadership development practices that are inclusive and provide living wages.\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(6) The project is for a facility or system that accepts or plans to accept and process only source separated organics.\u201d\u00a0<\/span><\/h6>\n<p>&nbsp;<\/p>\n<h3><span style=\"font-weight: 400;\">Take Action!<\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Support the COMPOST Act! <\/span><a href=\"https:\/\/compostinfrastructure.com\/take-action\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Haga clic aqu\u00ed<\/span><\/a><span style=\"font-weight: 400;\"> to communicate directly with your elected officials and voice your support for this critical legislation.<\/span><\/p>\n<p>The text of the bill can be found <a href=\"https:\/\/juliabrownley.house.gov\/wp-content\/uploads\/2021\/07\/COMPOST-Act.pdf\" target=\"_blank\" rel=\"noopener\">aqu\u00ed<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h2><b>The Zero Food Waste Act \u2013 Companion Bill<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In addition to the COMPOST Act, <\/span><a href=\"https:\/\/www.congress.gov\/member\/julia-brownley\/B001285?q=%7B%22congress%22%3A%22117%22%2C%22sponsorship%22%3A%22sponsored%22%7D\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Congresswoman Julia Brownley<\/span><\/a><span style=\"font-weight: 400;\"> also introduced the <a href=\"https:\/\/juliabrownley.house.gov\/wp-content\/uploads\/2021\/07\/Zero-Food-Waste-Act.pdf\" target=\"_blank\" rel=\"noopener\">Zero Food Waste Act<\/a> to the U.S. House of Representatives on July 16, 2021<\/span><span style=\"font-weight: 400;\">. This bill would provide grants of $650 million per year 2022 through 2030 to municipal, state, and tribal governments through the Environmental Protection Agency (EPA) to fund food waste and loss measurement, planning and prevention efforts, and necessary food rescue and food scrap recycling infrastructure. The goal of this law is to reduce food waste by 50% by 2030 (relative to 2010 levels).<\/span><\/p>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">\u201cSec. 2. Food Waste Reduction Grants.\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(a) In general.-\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(3) Grants.-<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(C) Food waste reduction projects.-\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(i) In general.- Under the program established under paragraph (1), the Administrator may award a grant to an eligible entity to, with respect to the State or area in which the eligible entity is located or otherwise serves-\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(I) carry out or otherwise support food waste reduction activity;<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(II) implement differential pricing policy to-<\/span><\/h6>\n<h6 style=\"padding-left: 200px;\"><span style=\"font-weight: 400;\">(aa) disincentivize disposing of food waste by incineration or deposit in a landfill; and<\/span><\/h6>\n<h6 style=\"padding-left: 200px;\"><span style=\"font-weight: 400;\">(bb) incentivize carrying out food waste reduction activities;<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(III) pay for or provide technical assistance to carry out a food waste reduction activity;<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(IV) implement a ban on disposing of food waste by incineration or deposit in a landfill;<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(V) implement food waste reduction activity requirements;<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(VI) implement a landfill tax in addition to existing tipping fees that municipal waste facilities charge per pound of waste;<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(VII) implement demand-stimulating policies for recycling end-markets; and<\/span><\/h6>\n<h6 style=\"padding-left: 160px;\"><span style=\"font-weight: 400;\">(VIII) carry out any other activity the Administrator determines will reduce the amount of food waste in the applicable area.\u201d<\/span><\/h6>\n<p>The full text of the bill can be found <a href=\"https:\/\/juliabrownley.house.gov\/wp-content\/uploads\/2021\/07\/Zero-Food-Waste-Act.pdf\" target=\"_blank\" rel=\"noopener\">aqu\u00ed<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<h2><b>The Climate Stewardship Act of 2021 \u2013 Complimentary Bill<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">On April 12th, 2021, <\/span><a href=\"https:\/\/www.congress.gov\/member\/cory-booker\/B001288?q=%7B%22search%22%3A%5B%22cory+booker%22%5D%7D&amp;s=2&amp;r=1\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Senator Cory Booker<\/span><\/a><span style=\"font-weight: 400;\"> (D-N.J.) introduced the Climate Stewardship Act of 2021 (<\/span><a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/1072\/text#toc-ida97686f4d5a549a3a5c92c5fb00283f8\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">S. 1072<\/span><\/a><span style=\"font-weight: 400;\">), which supports soil health and composting. This Act includes a Soil Health Equipment Grant Program (Section 110). If passed, this grant program would provide $100 million per year until 2030. Grant priority will be given to farmers acquiring equipment for (1) non-chemical termination of cover crops, and (2) on-farm composting facilities.<\/span><\/p>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">\u201cSec. 110. Soil Health Equipment Grant Program.<\/span><\/h6>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(c) Priority.- In providing grants under subsection (b), the Secretary shall give priority to equipment for-<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(1) projects to carry out nonchemical termination of cover crops; and<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(2) on-farm composting facilities.<\/span><\/h6>\n<h6 style=\"padding-left: 40px;\"><span style=\"font-weight: 400;\">(d) Funding.-\u00a0<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(1) In general.- There is authorized to be appropriated to carry out this section $100,000,000 for each of fiscal years 2021 through 2030<\/span><\/h6>\n<h6 style=\"padding-left: 80px;\"><span style=\"font-weight: 400;\">(2) Set-asides for socially disadvantaged and beginning farmers and ranchers.- Of the amount made available under paragraph (1), the Secretary shall set aside-<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(A) 5 percent to provide assistance to socially disadvantaged farmers and ranchers (as defined in section 2501(a) of the Food, Agriculture, Conservation, and Trade Act of 1990 (<\/span><a href=\"https:\/\/uscode.house.gov\/view.xhtml?req=(title:7%20section:2279%20edition:prelim)\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">7 U.S.C. 2279(a)<\/span><\/a><span style=\"font-weight: 400;\">)); and<\/span><\/h6>\n<h6 style=\"padding-left: 120px;\"><span style=\"font-weight: 400;\">(B) 5 percent to provide assistance to beginning farmers and ranchers (as defined in that section (<\/span><a href=\"https:\/\/uscode.house.gov\/view.xhtml?req=(title:7%20section:2279%20edition:prelim)\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">7 U.S.C. 2279(a)<\/span><\/a><span style=\"font-weight: 400;\">)).\u201d<\/span><\/h6>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><em>Featured image: The proposed grant and loan guarantees program under the COMPOST Act will support farms across the US in developing on-site composting and compost application infrastructure.
