The recyclers tried to convince the council that burning the resources would foreclose the recycling options and cause pollution.\u00a0 At first the council members wouldn\u2019t even meet with recyclers, and when they finally did, they wouldn\u2019t change their plan.\u00a0 The frustrated recyclers decided direct democracy was their only recourse, so they gathered signatures for a citizens\u2019 initiative, and they put a five-year moratorium on incineration on the November 1982 ballot.\u00a0 Their campaign slogan was \u201cGive Recycling a Chance.\u201d\u00a0 They won more than 60% of the votes!\u00a0 Afterward Dan and Mary Lou helped citizens in several other San Francisco Bay Area cities defeat incinerators too.\u00a0 Seven incinerators were planned; none was built.\u00a0 One joint powers authority even dissolved itself.<\/p>\n
