Empowerment and Enterprise Zones are federal, state and local programs which provide economic incentives for companies to locate in designated areas in order to revitalize those areas. These zones can be in rural or urban areas. State and local governments can create their own economic development zones which can overlap with Empowerment and Enterprise Zones. For example, California created the Recycling Market development Zones which provide incentives to recycling companies that locate in the zones. There are approximately 40 rmdz’s in the state.
