For the past three years, residents of Syracuse and Onondaga County, NY, have sent only 315,000 tons of garbage to the County’s garbage incineration plant. There has been less trash generated in the county and recycling programs have become more effective. Unless the tonnage sent to the plant increases the county will incur a penalty to offset reduced electricity sales.
In a very bad deal, the county residents are stuck with a long term ‘put or pay’ contract.
