After many futile years of trying to work with Xcel Energy to get more clean, local power, leaders in Boulder, Colo., opted to take over the electric company and run it as a local, public service. I traveled to Boulder in April 2011 to talk with their city council and grassroots groups about their struggles (video), and the citizens narrowly approved a ballot measure to authorize the city to pursue municipalization in the fall of 2011.
Susan Osborne was the mayor of Boulder at the time, and she came to Minneapolis (also considering its energy options) to share their story in late 2012:
