States are capable of significantly improving energy efficiency, ILSR uncovered during its research on Energy Self-Reliant States.

This animation shows the improvement in in electricity intensity (GDP dollars generated per capita, per kilo-watt hour used) from 1990-2008.  It also shows how some states, like California and New York, have maintained substantial leads over other states.
